Why not a paid tier?
A pastebin's realistic revenue ceiling doesn't justify the overhead of running it as a business — Gewerbe, VAT-OSS, Stripe Tax, DSGVO around payment data. The simpler outcome (one tier, one set of features, no upgrade nag) also happens to be a better product. If donations cover hosting some day, that's the win condition.
